Planting Perennials In The Fall

Fall is a perfect time to plant perennials in Utah.  Or transplant, or divide and transplant.  I overheard a landscape professional say that you can plant any time as long as the ground is not frozen.
Fall is a perfect time because:
 - The ground is still warm so the roots can become established.
 - The air is cool so the plant won't have the added stress of heat to deal with.
 - The air is cool so the gardener won't have the added stress of heat to deal with!
Just make sure you water new plantings in well, especially this year as the ground is very dry.
