Last spring, a friend asked me this very question. The local garden centers sell seedlings of cool season vegetables like broccoli, cabbage and cauliflower in March and April. I had to admit that I have never grown cauliflower and had never seen it growing here. Last week I was visiting a community garden in Bountiful, Utah and I saw some fine looking cauliflower growing there. This has inspired me to try some next spring. It might even be worth trying as a fall crop from seed. It needs a little over 2 months to mature, so the seeds would have to go in the ground sometime in August.
